The release of the report (which was drafted by scientists) was delayed for several months so that the actual findings would agree with the draft policy recommendations (which was drafted by non-scientific political appointees).

Not that I have the faintest idea, nor the patience, to go through the graphs and tables and figger out wtf they mean.
