CPC Candidate Supports Affirmative Action

Got an email from a Liberal friend / critic who yadda yadda blah blahed but then dropped the following bomb.

The Tories appointee (Don Meredith) in Toronto Centre looks like he wants to bring "off-message" to new heights.
At an all candidates event last week he said he'd advocate for minority hiring quotas as a condition for awarding Federal contracts.
Yadda yadda

What's this about?
I suspect a lot of other peoples' flabbers will be ghasted over this.
